Problem statement
Each organization is regularly confronted with developments that demand a strategic response, and in which the subject is related to multiple policy areas or departments. It is therefore desirable to create, on an ad-hoc basis, a team of people who possess the knowledge and skills to formulate that strategic response.

Approach
Our approach is characterized by five elements: knowledge network, customer engagement, behavior and attitude, process and realization of the outcome.

Knowledge network: we map who knows what and the level of knowledge. We do not restrict ourselves to employees only, but we also consider relevant experts from affiliate organizations.

Customer engagement: to ensure the strategic response meets the needs of the customers, we mobilize their knowledge and encourage their participation in the process by stimulating their contribution to the solution.

Behavior and attitude: this approach needs a different way of thinking and working, we therefore undertake several provoking actions to raise awareness about and guide people to the proper behavior.

Process: we create structures and use ICT tools to guard the process, to connect departments of the organization with each other and with external knowledge partners, to enhance mutual cross-fertilization, and to bring knowledge from the outside in. To promote active participation and usable results, we distinguish four steps in this procedure: adoption phase, divergence phase, convergence phase and solution phase.

Realization of the outcome: in order to maintain the motivation of those involved, we take measures to find a sponsor in topmanagement who has the drive and the hierarchical position to implement the strategic response created.

Result
In response to a current problem a temporary team is composed of internal experts, external specialists, and customers on the basis of their knowledge to create a relevant and appropriate strategic response to that problem.
